2024年9月27日14:30，由深圳市企業服務中心、深圳市福田區司法局指導，深圳市律師協會福田區律師工作委員會、北京中銀律師事務所、俄羅斯 Ingvarr Advisory & Trust 律師事務所主辦的“福”企出海，法治護航（俄羅斯專場）活動——粵港澳大灣區涉外法律實務論壇在北京中銀（深圳）律師事務所5層會議室舉行。
本次論壇邀請福田司法局二級調研員羅展出席，并邀請俄羅斯Ingvarr Advisory & Trust 律師事務所創始人Igor Mazlin、北京中銀律師事務所高級合伙人閆鵬和律師、香港Yu, Chan & Yeung Solicitors創始兼執行事務合伙人楊元建律師、香港程偉賓律師事務所合伙人董瀚思律師、北京中銀（深圳）律師事務所高級合伙人譚岳奇律師作為主講嘉賓，從法治體系、投資并購、跨境支付、爭議解決等不同角度介紹赴俄投資以及赴港投資的法律問題。
論壇伊始，福田司法局二級調研員羅展以及北京中銀（深圳）律師事務所管委會主任孫春橋分別進行開場致辭以及歡迎致辭。

Igor Mazlin從法制體系以及市場特點兩個方面分別介紹了俄羅斯投資環境的特點，并對中國企業感興趣的制裁問題作以說明。
楊元建律師從香港國際仲裁中心的制度出發，介紹了香港國際仲裁中心在國際仲裁中的規則操作。
閆鵬和律師從企業投資與并購角度介紹了中國企業在俄羅斯市場的機遇、風險和挑戰。
董瀚思律師通過實際案例分享香港跨境支付以及稅收優惠政策。
譚岳奇律師從仲裁裁決的“國籍”出發，介紹國際仲裁中法律適用的若干問題。
主旨演講結束，各位主講人與現場觀眾積極互動，為俄羅斯投資以及跨境支付問題答疑解惑。中國人壽保險公司介紹了目前為企業出海投資護航的險種。
本次活動再次體現了粵港澳大灣區涉外法律發展的深遠影響力和實踐價值。同時也為對赴俄投資感興趣的企業打開了一扇窗口。

“Foreign-related Legal Practice of the Greater Bay Area”, instructed by the lawyer work committee of Shenzhen Lawyers Association, held by Ingvarr Advisory & Trust LLC,Beijing Zhongyin Law Firm, ZLF Law Office, and Zhongyin (Shenzhen) Law Firm under the guidance of Shenzhen Enterprise Service Centre and Justice Bureau of Futian District in the conference room of Zhongyin (Shenzhen) Law Firm at 14:30 on September 27, 2024.
Zhan LUO, Level II Division Rank Official in the Justice Bureau of Futian District attended the forum. The forum also invited Ingvarr Advisory & Trust LLC’s founder Igor Mazilin, senior partner Penghe Yan(Harvey)from Beijing Zhongyin Law Firm, Lawrence Yeung (founder & managing partner) from Yu, Chan & Yeung Solicitors, Hansi Dong (partner) from TIANG & PARTNERS, Yueqi(Vincent) Tan (senior partner) from Zhongyin (Shenzhen) Law Firm to discuss topics regarding investment in Russia and Hong Kong in legal systems, M&A transactions, outbound and inbound investments, cross-border settlements, and dispute resolution.
Zhan LUO, Level II Division Rank Official in the Justice Bureau of Futian District, and Chunqiao Sun, director of the Zhongyin (Shenzhen) Law Firm made opening and welcoming remarks at the beginning of this forum.
Igor Mazilin introduced the character of the Russian investment environment in the aspects of the legal system and the market’s characteristics. He also demonstrated the sanctions issues that Chinese companies are concerned about.
Lawrence Yeung introduced the operation of the arbitration rules in HKIAC’s international arbitration from the perspective of the HKIAC system.
Penghe Yan(Harvey), from Beijing Zhongyin Law Firm, introduced the opportunities, risks, and challenges for Chinese companies doing business in the Russian market from the perspective of corporate investment and M&A.
Hansi(Joyce) Dong from TIANG & PARTNERS introduced Hong Kong’s cross-border settlements and preferential tax policies through cases in her legal practice.
Yueqi(Vincent) Tan from Zhongyin (Shenzhen) Law Firm introduced some major issues on the application of laws in international arbitration from the perspective of ‘nationality’ of arbitral awards.
At the end of the forum, the speakers actively interacted with the audience, answering questions about Russian investment as well as cross-border settlements. China Life Insurance Company Limited introduced the insurance types currently available for companies’ outbound investments.
The forum showed the far-reaching influence and practical value of the development of foreign-related legal services in the Guangdong-Hong Kong-Macao Greater Bay Area. The forum also provided important information for enterprises who are interested in investing in Russia.
Through discussions, the guests and audience not only deepened their understanding of the Russian legal business environment but also enhanced their legal awareness and risk-forestalling ability in international transactions. We firmly believe that with the continuous opening up and the development of the Greater Bay Area, and also with the solid support of the law, Chinese enterprises will have more confidence in doing business worldwide.
